In practice, the bureaucratic reforms face many obstacles. Reform is not easy, because it does not take place in the vacuum of space. Reform of the bureaucracy faced cultural constraints, structural constraints and bureaucratic mentality, in addition to technical constraints.

A variety of causes associated with bureaucratic problems in many countries in the world, namely:
- The quality of human resources is low;
- Understanding the duties and responsibilities is still lacking;
- The strong mental attitude and poor;
- Income is minimal;
- Amounts not ideal;
- Spreading the uneven;
- The condition of facilities and infrastructure are not proportional;
- Coordination and cooperation are not effective;
- Recruitment system is not going well; and
- Career development is not based on ability .

The problems that arise not the least hinder the process of bureaucratic reform that is now being intensively carried out by the government.

The problem spawned a result as follows:
- Quality of service is low;
- Standard and goal achievement is not clear;
- Behave asked to be served rather than as a public servant;
- Abuse of office and authority;
- Geminating duties and positions or otherwise do not have a clear duty;
- There was an excess or shortage of energy;
- Potential sectoral ego or agency;
- Resources that netted not based on need; and
- Motivation for underachieving
