Fitzmons argues that there are several indicators of public service are:
- Reliabity, gave the right service
- Tangibles, i.e. providing adequate human resources and other resources.
- Responsivenees, a willingness to help and provide fast service with a clear delivery and the ability to respond to a complaint
- Assurance, which is marked with the level of attention to ethics and morals in providing service and empathy
- Emphaty, that is characterized by a degree of willingness to find out the wants and needs of consumers.
