Bureaucratic problems in the Organization, namely how to maximize efficiency in the Organization, not just individual problems. It can be said that Max Weber provide a clear depiction of the blurb about the position and function of bureaucracy in modern life is more academic. In General, political scientists agree that Weber who mainly became the most important pioneer in giving the meaning of modern bureaucracy as his form can be seen in the current bureaucratic institutions.
In the thought of Max Weber, bureaucracy are placed within the framework of the rationalization process of the modern world. In fact, Weber looked rational bureaucracy as the main element in the process of rationalization of the modern world, which for her is much more important than the whole social process. This includes the rationalization process precision and clarity that is developed in the leadership principles of social organization. Based on the concept of legitimacy, Weber formulated eight propositions concerning the drafting of the legal authority of the system, namely:
- the duties of officials organised on the basis of continuous rule.
- the tasks divided into different areas in accordance with its functions, each of which is equipped with the requisite certain.
- the Office is composed of hierarchical, accompanied with details of control rights and complaint.
- Rules tailored to the job, directed both technically and legally. In doing so, a trained human being required.
- members of different organizations as a resource to members as individuals.
- the holder of the Office is not the same with Office.
- the Administration is based on a written document and this tends to make the Office (Bureau) as the Central Organization modern.
- the system of legal authority has many forms, but is seen in the original, the system remains in a bureaucratic with administration staff.
In the broader sense, government bureaucracy is interpreted as the whole range of civil executive bodies headed by government officials below the ministerial level. Basic tasks of the bureaucracy here is professionally follow up political decisions that have been taken by the Government. The bureaucracy can be divided into two classifications, namely as a process of government administration, and as the structure or functions are static, inside there are officials who run the structure referred to as a bureaucrat. Bureaucrats, officers and administrative staff is always associated with the Government.
