Reinventing Government by David Osborne and Ted Gaebler

This call for an immediate reform has forced many countries both developed and underdeveloped countries to make changes in line with the Reinventing Government idea expressed by David Osborne and Ted Gaebler (1996 : 32 ). Reinventing government itself by Osborne and Plastrik (1997 ) Banishing Bureaucracy is defined as the following:

The fundamental transformation of public systems and organization to create dramatic increases in their effectiveness, efficiency, adaptability, and capacity to innovate. This transformation is accomplished by changing their purpose, incentives, accountability, power structure, and culture.

In this context, reinventing interpreted as a re-creation of the bureaucratic system based on self-employment, which creates organization and systems are used to update the public on an ongoing basis, improve its quality without having to get a boost from the outside.

Thus, reinventing means creating a public sector that have an urge from within to fix what is called a "system update in its own back". In other words, reinventing government made ​​ready for the challenges that may not be anticipated. In addition, reinventing not only improve the effectiveness of the current government, but also to build organizations that are able to improve their effectiveness in the future at a time of changing organizational environment.
